ICE agents shot and killed Ruben Ray Martinez, a 23-year-old American citizen, and it took nearly a year for the public to learn about it. His mother, Rachel Reyes, is still waiting for answers.
Martinez was killed in March 2025 during an encounter with agents from Homeland Security Investigations, the investigative arm of U.S. Immigration and Customs Enforcement, in South Padre Island, Texas. Authorities claim, as usual, that Martinez drove his vehicle toward agents and struck one of them, prompting another agent, as usual, to fire into the car. Also, as usual, witnesses and Martinez’s family dispute that account, and questions about what actually happened remain unresolved.
